The new Lower Galilee neighborhood, Tiveria HaMoshava is located at the very top of Tiveria where it meets Poriya. When fully developed the area will have thousands of housing units comprised of low level apartment buildings, semi detached cottages, and detached cottages.
The housing project in Tiveria HaMoshava which we are involved with consists of 38 semi detached cottages, each with a modest private garden and parking. Construction is moving very quickly and the builder Sagi, predicts occupancy in 3 to 4 months from now. Of the 38 units, 25 have been sold. It is our opinion that based on the current prices and the soon to be constructed fast Cross Israel Train station directly opposite the neighborhood, today’s purchasers are looking a nice potential windfall.
Currently, there are very few well built projects similar to these selling at comparatively low prices. If a foreign investor puts down the minimum 50% deposit and mortgages the balance, there is a very high chance of doubling your investment money in a relatively short time with little risk.
For example:
Model A: Purchase Price NIS 2,500,000 Plus Apx 300,000 for taxes, management, commission.
Total: 2,800,000.
Deposit of 1,250,000 (50%) plus 300,000 = Out of pocket 1,550,000 shekels
As in past examples, when the National train station comes to a new city the prices of housing nearby rise faster than most of the country. It is reasonable to anticipate the price of this same house in 5 years from now to reach as high as 3,500,000 to 4,000,000 shekels, which could double your investment equity.
In addition, we have qualified, reliable people in the area to manage the houses for rentals.
The average rent prices are high enough to cover or almost cover the monthly mortgage payments.

The National Infrastructure Committee (NIU) today (Monday) approved the advancement of the national infrastructure plan “Galilee Railway” — one of the flagship projects of the Ministry of Transportation, led by Transportation Minister Miri Regev, under the mega-plan “Connecting Israel.”
The railway, intended for both passenger and freight traffic, will connect Tiberias and the eastern Galilee to the national rail network, upgrading the connectivity of the northern communities to employment, education, health, commerce, and tourism hubs in the Haifa metropolitan area and the rest of the country. Currently, movement between Tiberias and the center is mostly by private cars on congested roads. A direct rail solution is expected to shorten travel times, improve safety, and reduce pollution.
The project includes two main segments:
In the northern segment — connecting from the Poria junction (Tiberias) northward via Yali and Ma‘ar to the Karmiel line, including tunneling
In the southern segment — from Poria junction westward near Highway 77, through the Kadmat Galil industrial area and Tur’an, until the Mivḥal HaMovil interchange, and from there south to the Kfar Yehoshua station in the valley.
“Galilee Railway” is part of the vision of “Connecting Israel,” launched at Regev’s initiative in cooperation with the Prime Minister and the Finance Minister, promoting the establishment of about 300 km of railway lines from Kiryat Shmona to Eilat, including high-speed segments reaching 250 km/h on some routes. The vision is to connect all parts of the country via fast, accessible public transport and reduce disparities between the center and the periphery.
Transport and Road Safety Minister Miri Regev said:
“This is a national-scale transport and economic project aimed at changing reality and creating a real revolution in the north. The connection between Tiberias and the eastern Galilee to the national rail network will open up new opportunities for residents in terms of work, education, leisure, and tourism; attract investment and encourage new business creation. This is a route that brings with it a historic opportunity for accelerated development of the Galilee, narrowing gaps, and granting equal opportunity to every citizen, regardless of where they live.”
The Director-General of the Ministry of Transportation, Moshe Ben Zaken, added:
“Advancing the Galilee Railway is another step in the national effort to close the gaps between center and periphery and to connect the north to Israel’s advanced transportation framework. The new railway will constitute a leap forward in service for residents, creating a direct, comfortable, fast, and safe connection to activity centers in the north and center, significantly reducing travel times and increasing the overall efficiency of the system. Moreover, this is a project that will benefit the local economy, attract public and private investment, and strengthen the competitiveness of the north.”
